It would depend on the skater, because different sized skaters would need different approach velocities to complete three axial revolutions.

Think of how fast Santa clause would have to be going to get that big belly around three times, so fast that he might in fact break the sound barrier.

It has to do with the radius of your widest part, the belly area. The governing equation here is the angular acceleration, which is perportional to the inverse of the radius of revolution.
