A Law For Single Mothers

I heard there was a law passed at the end of 2006 that single mothers could start filing taxes. (just being a single parent, no employment) Is this true? both my kids are mentally disabled and both receive SSI can that be filed on taxes too?

If you do not have any taxable income nor do you have any earned income. You are not eligible for any tax benefits. There is no requirement to file a tax return.

You must have earned income (wages, tips, self employment) to be eligible for the refundable earned income credit.

SSI is non taxable Un-earned income.
