1983 suzuki gs750 ed why no fuel flow from carburetor to engine?

Engine will start and idle but will not excelerate. Appears to be getting of fuel. LP fuel.
My Baron 2400/RD Series ride on mower with a Briggs & Stratton 16HP 400000 engine has now developed a new problem, with engine oil driping rapidly out of Fuel Pump, while the engine continues to rev at high speed....
Just put 2500 dolars int carb, fuel pump, wires, rotor and radiator. Now it seems the transmission is not up shifting until I floor it. Is there an electrical component if not does the trany need to droped or...
