Does an employer have to pay an employee vacation benefits, if they are terminated?

We terminated an employee and she thinks she is entitled to 3 weeks vacation pay. Is she?

If the employee has accrued vacation time under the copany's policy it is a must be paid at the time of the firing/laid off. If their is not time accrued. Employe does not need to pay the vacations. Please note vacations must be paid at least one pay period(week, bi-weekly) after the firing/laid off or you can get sued.
