Yes. This agreement sounds like a no-compete agreement which is pretty common now in a lot of industries. If you did go work for a competitor they could sue you for breach of contract. It's unfortunate that they are paying so much less than other employers in the area. You can get a job somewhere else for 6 months and then apply at the other agency.

Can a Temp Agency restrict employment after termination?
Person A was hired by a Minnesota Agency in California to work, under a letter contract, for 15 months for AT&T. The letter contract stated that upon termination "A" would not accept employment with, or directly or indirectly to any customer whom "A" had contact. Problem "A" is paid $16/hour and found out others are being paid up to $25/hour by other Agencys. Since the letter contact is employment "at will" would "A" be in breach of the six month restriction if she terminated and went to work for an Agency paying more Money. Research indicates the AT&T is paying all Agencys $36/hour for the same assignments.
