Can a Temp Agency restrict employment after termination?

Person A was hired by a Minnesota Agency in California to work, under a letter contract, for 15 months for AT&T. The letter contract stated that upon termination "A" would not accept employment with, or directly or indirectly to any customer whom "A" had contact. Problem "A" is paid $16/hour and found out others are being paid up to $25/hour by other Agencys. Since the letter contact is employment "at will" would "A" be in breach of the six month restriction if she terminated and went to work for an Agency paying more Money. Research indicates the AT&T is paying all Agencys $36/hour for the same assignments.

The contract employee wishes to terminate the current temp. agency due to under payment and rehire with another temp. agency paying much more per hour. Same job, same contractor.
