Can a pastor make his members sign a promissory note to pay back loan? The church is a nonprofit and is under the 501c3.

Setup 501 c 3 Ministries Vs a Church

What is the diffrent when set up of a 501 c 3 as a Ministries vs a church I notice when pastor set the church as a 501 c 3 they create a ministries by Their name as well, like for example Joyce Myers Ministries....
