Is it possible to get decent child support enforcement if x-spouse has a "cash" job and reports no income and does not pay income taxes?

X-spouse is in arrears 3800.00 and has not paid support for over 6 months. Claims to have no income but is currently working for cash to avoid paying support. I am getting no state aid so I have limited child support enforcement. (State aid recipients get to court right away.)The local child support agency seems to be simpathetic to my x and wants me to wait until he gets a job (which will be never if he's working for cash) so I can make arrangements for him to pay less. His order currently is for 180.00 per month.

My x workd for "cash" therefore pays no income taxes and does not file any and has not for 3 years. I have already turned him in to the IRS but they didn't do anything to my knowledge. He doesn't work for a "company" that would otherwise pay people with a check. He works for a private small business which is also a personal friend of his, who tells the child support agency he does not work there. (Even though you can see him working on job sites and driving company vehicles.) I could take him back to court at my expense but why should I have to pay for it when the local child support agency is supposed to enforce collections?
