I would first try calling the Chaplin of the last base you knew he was at, let him know the situation and he/she will most likely be more than willing to help. There are 3 Naval Bases in Texas you can check with.

Possible to find someone in the Navy?
I'm looking for my best friend's dad, she passed aways a couple of years ago and I have some things of hers I think he would like to have. He is in the Navy, so he moves around a lot and last I knew he was in Houston/Galveston, TX.
My SIL was in the Navy, can she help me find him by calling someone or using some database or is that information public knowledge.
