It really is in a sense a form of brainwashing (psychologists call it conditioning).
EVERY society has things that they find attractive/sexy. We see things in a certain context and our brain relates them with other visual stimuli seen in the same field of vision. I was so lucky when I was in school we had a guest professor who is pretty much the field expert on fetish development and sex therapy, Dr. Buehler. So I learned A LOT about this subject.
EXAMPLE: Sexy is not an property of a car. A car is red, or fast but not sexy. Well, many years ago they realized that by pairing a sexy lady, next to a car, the car would then also be associated cognitivly with the property of "sexy".
This is the same thing that happens with high heels, fishnets and the list goes on and on. We have seen sex and those items paired together so many times that they are almost one in the same. This is how fetishes develop as well. For whatever reason, someone has had experiences of arousal and shoes together and if the experience is strong enough (salience) or happens enough times, the two are can't occur without the other.
