Is it legal in nj for a physician assistant to perform surgery?

My wife had neck surgery in 2007.she had full insurance.when the bill was submitted,the insurance company wont pay.they said the form stated that the surgery was performed by a P.A.my wife was never told this at any time by her doctor.he will not help us and we dont have 20000 to pay this bill.if the form had said he did the surgery,it would be fully covered.no one will help us.we have tried with the doctor and his office.we have contacted the insurance company and they say the form has to say the doctor did the surgery,not a P.A.do we have any legal recourse

It's illegal for a PA to perform surgery. They are NOT Doctors, let alone surgeons, is it possible that the PA only assisted and the forms were filled out wrong? If you can't get the surgeon to answer you, contact the hospitals chief of staff, I guarantee you he/she will get to the bottom if it quickly.
