The youngest I have ever heard is 10 years old when parents are involved. The problem is that grandparents rights are not veiwed as high a priority as a child bieng with one of the parents. It will be hard to even get a court to rule in favor of a grandmother instead of a parent. Honestly, the mother would have to be unfit in order to get the children back, and there would have to be proof to back that up. If she is fit to raise them, no matter what the kids want, there is a good chance it would not matter and the mother would keep them anyway.
