My friend was stopped by police because he was putting religious flyers on homes.

The ordinance stated that this could not be done w/o the homeowners consent, however he could make contact with the owner and leave the information that way. was his rights violated by not allowing him to just leave the information? thanks

No, there are some cities that prohibit the distribution of religious material without the owners consent, just as the officer said. Your friend theoretically, could have been cited and fined. This does not violate your friends rights regarding religion, as this does not hamper him from believing or practicing whatever he chooses. If he wants to distribute the material and they are not home, his only recourse is to mail it. I am curious as to why you would think he has a "right" to do this and that his civil rights may have been violated? The only way anyones civil rights can be violated is if the action which they were trying to perform were protected by law, so it is up to him to find out what the law is prior to distribution.
