In our area you have to have a permit to distribute however i dont want the flyers no matter whose they are and including political sales and religous most get dumped down a street drain which causes all sort of problems the only thing that gets distributed here is the phone book

My friend was stopped by police because he was putting religious flyers on homes.
The ordinance stated that this could not be done w/o the homeowners consent, however he could make contact with the owner and leave the information that way. was his rights violated by not allowing him to just leave the information? thanks
