Property Mgr. Co. called me today, saying I can only have one car on the property. I've been here 14 years with two car; can they make me park one car

On the street? their are 16 apts. and 23 parking stalls.

Unless your current lease specifically gives you the right to park 2 vehicles, they can make any rule regarding their property they want as long as it's something legal.
