What can you do about annoying kids on planes?

If there is a kid running around, being loud, kicking your chair what is a tactful way to handle the situation? Do you find the parent, tell the kid to shut up or tell the flight attendant? Or do you ignore it?

If you're a parent what would you want someone to do if your kids is being annoying?

I would raise them so that they wouldn't be disrespectful on the plane in the first place. but to be well mannered kids, where ever they are.
