Ga. board opf chiropractors being unprofessional and unreasonable

(1) Can a board member recuse himself in Jan 2007 and in Aug 2007 make a motion on the case. Also, can he do any investigating on the case after Jan 2007. Can he sit in the board room when the case is being review by the board and the defendant's attorney
(2) Can the board review the defendants medical file without written consent and without reasonable cause
(3) When is the defendant allowed the right to know the charges against them and if alleged charges are totally changed by the board is the defendant allowed an informal hearing .
(4) What are the laws on black balling.
(5) If one member of a corporation has charges by the board against them when the charges are concerning the corporation should other corporate member be held accountable.

The latest consent order requires that I prejury myself; break federal HIPPA law; is sexaual discrimination. It also violated my 6th and 8th constitional rights. Who and where do I file a complaint this boared has over stepped their boundaries and are totally out of order. I have talked to an expert wittness who said the best way to stop this board is sue them, what is your opinion?
