Contact your local school district for the No Child Left Behind director or contact. If you don't get a good answer, contact the Federal Government's Department of Education.
To the best of my knowledge, a substitute does not have a specific requirement unless they are hired for long-term. NCLB has to do with the progress a student makes according to test scores. There are some requirements, however, for the certification of the students' teachers.
