Can my ex-employer withhold 2 weeks pay, when I resigned.

I am a construction superintendent for a custom home builder. I resigned, giving her the option of a 2 week notice or leave now. She said to leave now. She is now refusing to pay my last two weeks of payroll,which I have performed. She is wrongfully claiming that I gave instructions to subcontractors that resulted in the departure from plans and specifications of their contract and this resulted in extra cost. All subs. are bound by their contract to perform per plans and specs. and if they do not, they must make the correction at their own cost. It was my job to make sure they performed per plan and spec. and that is what I did. There was no reason to deviate from plans and spec.,which constitutes a change order and that was not the case here. When the sub made an error, I instructed them to make the correction per plans and spec. There should not have been any back charge to the builder and certainly no funds should have been withheld from the pay of a salaried employee.
