Being stop when leaving a store and having your sales receipt checked

In the state of hawaii can a store other then a Costco or Samsclub type of store stop you and check your sales receipt?

They can if they have reason to believe you are shoplifting. If you aren't shoplifting there is no crime in telling them no and walking out, except that they may not like it.
