Usually, Section 8 pays the landlord for rent. However, every State differs. Seek out your State under HUD. The website will direct you to public utilities such as Public Service Electric, etc. which you can apply for help with your utilities.

Also, you if have an invoice from your utility bill, there should be an 800 number you can call and apply for assistance.
