Yes. Poetry can come in almost any form. The most basic definition being the written expression of an inspired human being. Poetry is about more than rhyme, meter, or other rules concerning the writing. It is about expressing something personally significant, which can so often be important to others as well. Tupac accomplished this as many musicians have. Rap is akin to beat poetry in this way.

Yes, poetry is a flavor you add to lyrics, your own personal flavor. Tupac has his own talent and flow and his writings are poetry, his heart/feelings formed into words...there can never be another tupac
Poetry, by definition, is the production of rhythmical composition, written or spoken, that propels thought provoked pleasure through imaginative and creative peices of art. These peices of art can come in many different forms, through a multitude of vessels. Tupac Shakur, muscian, actor, and one of the top selling artists in the world, has touched many people, of many different races, with his ability to connect through music and the written word. The basis alone of connecting with other people through the written word can, by definition, be considered poetry. If tupac's words connect with YOU and touch one with words, then Tupac Shakur is truely a poet, one who has exceeded to hold that title long after his death.
A basic component of poetry is emotion. Tupac's lyrics have this for sure. Another element of poetry consists of language -- word choice (diction), imagery, and figurative language. Rap -- like rock, country, bluegrass, hip-hop, and even children's songs -- uses diction, imagery, and figurative language as vehicles to convey its message. Tupac's diction, imagery, and figurative language is very deliberate. Finally, you have the rhythm. Poetry doesn't need to have a set rhythmic pattern (or set rhyme pattern), but it can. In the case of rap & hip hop, the rhythm helps set the tone and, again, convey a specific emotion. Very, very few people would be able to argue that Tupac's poems and/or lyrics are not true poetry.
Yes of course. Rap music is surely, at it's best, urban poetry.
Yes, Tupac's written poems were visions of his thoughts and opinions pertaining to life as he understood it to be, as was the lyrics in his music which told of the trials and tribulations he experienced in his lifetime.
