1995 toyota tacoma 2x2 w/o abs

I have the above vehicle and replaced the master cylinder due to a low brake pedal plus pedal creeping to the floor under light pressure. I've pressure bled the entire system and still have a low pedal and poor braking. How does one determine if the pressure differential switch needs to be repositioned and what is the procedure if needed? I see no leaks and the master cylinder has always been full. The pads are good and the rear shoes in adjustment. This vehicle only has the emergency brake on warning lite and low fluid level warning lite.
