What is the average cost to replace the rear freeze plug in a 1997 tahoe

That would depend on the shop, and their hourly rate.

Freeze plugs are rather inexpensive, but accessing them can be difficult.

Labor guide showes 5 to 6 hours to replace the rear main seal on the motor, The Freeze plugs should be pretty close to the same. If its 4X4 it will be 7 to 7.5 hours.
Labor prices vary greatly, I would assume $60/HR for a quality job.
The freeze plugs will be around $20 for all and I would definitely change all.
You need Antifreeze too should be around $20 there too.
I would guess $400 for a 2X4 truck.
