1999 Honda Prelude Brake Job

My husband is doing a break job on my car. Putting the replacement pads back was a breeze. However, the boot that attaches to it with the calliper is not moving enough to make allowances for the new pads, and we've tried everything we can think of to get it to. We've tried using a vise, etc. to get it to go down, and that's not working, and we've tried to release the break fluid with the nearby valve/screw. Is there an easy way to get this to happen.

Usually the vise or other lever works fine for this. If you drain the brake fluid it should be extremely easy to move them unless they are mechanically locked in place some how. Did you actually drain the fluid or try and fail? Draining should do it, but getting the fluid back in is a fun process.
