2001 expedition can't start HELP!

My 2001 expedition has been sitting in garage pass 3 months. Tried to jump start, checked fuses, replaced with new battery today. Fuse #15 under steering wheel keeps blowing, checked wires underdash for any hot wires touching. I also reset fuel pump switch. And the key i believe is program ok what else can i do! My other car which is a 1995 Honda Civic i have in the garage working on(over heating problem) Thanks for any information! Im a single women trying to gain knowledge.

You might have grounded out one of the main power wires like a starter wire or your main bat wire to metal and it is causing the fuse to blow because it is sending all that power to whatever the wire grounded to
