About car problem

I notice when I turn on the car, the ding that warns when the car is being turned on or the door is open sounds wierd - like it's being cut off. I've also noticed that the rear wiper will now turn itself...

It stops leaking once the car is cut off. Its' coming from the front part of the car. It's not coming from the drain plug.
