Can the seller change their mind, and decide not to sell the vehicle ?

Any time you want to back out you can , if money has not changed hands, and the title is not signed , but watch for the person to kickback on you and get mad, its called indian giver, but you can decide not to , you dont have to sell any thing , thats yours
