Being charged for car repossession after 12 years

John Tesar a representative from IDT Carmel People First Recoveries in MN, called and informed me I have 48 hours to let him know how I plan on paying a repossession charge in the amount of $10,000. He also stated that I could pay just $3000 before the end of January and he would waive the $7000 back interest fee. I googled the phone number he gave me (866-236-4949) and found nothing. Is this a legitimate charge? The car was repossessed over 12 years ago and this is the first time I have been contacted.

I tried several directory and found no results for this number. However I did find this info:

Many debt collection companys buy and sale debts for pennys on the dollar of there original worth and offer "settelment" amounts to the debtor, IE... $3,000 dollars for the original $7,000 debt. This is not unusal, or illegal.
