Is open title or failure to transfer title a felony in Illinois?

I rec'd tickets for "failure to transfer title" and "open title" the cop told me they were second class felonies but several other people told me they were not this greatly effects the price an attorney wants to charge me. I only had to put up my license as bail.

You should ask the attorney that question. But if the policeman told you that they are second class felonies, then they probably are.
