Can a vehicle be cited for blocking a US post office mailboxes

I am the security director in a gated community and we have several mailboxes positioned around our property. We have had several vendor vehicles blocking or impeding the delivery of mail by postal personnel. Can we legally cite the offenders for blocking the mailboxes?

Is there a law or ordinance in La Quinta, Ca, Riverside County or the State of California that governs this issue.

There is a federal law against blocking any postal apparatus from being blocked to the Del of US mail. and the attorney gen. will back you up in this and any case like this . so cite them.
