Car overheats

I have a 1989 Jeep Cherokee 6 cylinder 4.0l 2x4 w/air I have checked the radiator and hoses and replaced the termostat and tempature sensor but car still over heats . The electric fan does not come on I have tested the fan and it works.

Fan sensor is bad, have it replaced

The fan is controlled by the fan relay which is located behind the right front fender - very hard to get to (step one according to the Jeep shop manual is to remove the front bumper). The relay itself is about $80 from Jeep dealers, but getting to it is very hard and involves a couple hours of labor
