Do I have to have a KY fuel permit?

I am a slaes rep and I live in Tennessee,but I travel in KY. I drive a 3/4 ton pickup and sometimes pull a small trailer. I buy 90% of my fuel in Kentucky. Do I need to buy a Kentucky fuel permit?
