Does a 1994 Honda Civic badly in need of new rear struts and trailing bushing also generally need new rear control arms (upper and lower)?

One mechanic believes the control arms are needed. The first two items are running with labor $900 to $1200. The control arms are being quoted at $700.

Given the age of the car should I bother replacing the control arms also?

Those prices are way out of line for those repairs and parts some one is tring to rip you off bad
please take your car to someone else , im thinking more like $ 400 for all that would be more like it , i dont know why you would need new control arms maybe just new bushings ,unless you have wrecked the car and bent or damaged them , struts are less that $100 a pair and maybe $50 each to install at the max
my personal opinion is : some one is trying to take advantage of you
