Does a person have a right to charge a fee for a vehicle on his or her property if there is no posting?

An agreement was made to purchase a car. this was made between two individuals. the purchaser has since decided not to buy the car. the pwner of the property that the purchaser rents from has decided to charge the seller storage fees for the car untill the seller can pick the car up. what rights do each [arty have?
