How can i get free info on this drivers licence number. who actually owns it and is it valid

Go to your Department of Public Safety and show proof of who you are. They will help you . If you're looking for info on someone else I second the illegal and immoral. If it involves an accident then contact the police department.

If you lost your drivers licence you need to go to the MVD with proof of identification they will know your number. A duplicate licence will not be free.
Furthermore, drivers licences are not public record because in many states they are used as legal identification, proof of citizenship and such. Although the number itself would be mostly useless with out the unaltered card in your possesion.
While if the card was not issued to you just take it down to the MVD and tell them it is yours and see what they say.(Hope you have a good lawyer)
