Find cause of power loss

I have a 1991 Dodge Dynasty 3.3L V-6 while driving it will loose
power but not stall out I have to pull off the road and feather the
gas for a few min. and it will start to run smooth again
I will pop the hood and you can hear a loud sound of sucking of air
from the air filter when this stops the engine will smooth out and
run fine after that I have changed the fuel filter but didn't help
could this be a oxygen sensor going bad
