Why is my fuel pressure regulator bad ,and how do I replace it?

The fuel filter or regulator is on the fuel rail . and most of them have a clip on both ends to just take them off. real easy. they are just a filter is all . and they were a recall on this . the regulator would get a hole inside the filter . and run gas down in the hot engine and set it on fire.
