Headlights not working

When i have my headlights set on normal on my honda civic they do not work but do work on higbeams,i checked the fuses and they are ok. Are the bulbs bad?

Yes, you need to replace the bulbs. There may be one set of bulbs for low, and another for high, and if that is the case then the low ones need to be replaced.
