How do I troubleshoot my volvo

I have a 1995 850 turbo volvo there seems to be an electrical problem that is making the car overheat if the dashboard lights are on the temp gague works and car runs fine, no dashboard lights on the temp gague does not work and the car overheats what can I do?

Sound like the fan is shorted and will not turn on to cool the motor, or the raditor down ,
