Usually an increase in idle speed is due to an advance in timing, since you did not adjust the minimum idle air, or the fuel mixture.
Did you disconnect the advance when you set the base timing?

Yes, I believe I did disconnect it. Let me make sure. Is it the hose thats connected to the distributor cap? If thats the one, then I did disconnect it and plugged it. After plugging it I set the timing to specs. I hope I did it right.
Yep, you did, and I have to ask that question.
Are you absolutely sure you have the timing marks set exactly where they should be?
And did you mark the block and the sprocket before belt/chain removal?

Yes , i believe I did set the marks when installing the new belt. I did not make any marks before romoving the belt. That was the one crucial mistake I made before romving the belt and turning the camshaft and crankshaft.
It runs nice and does NOT backfire or pop from the carb. It just runs at a high idle while in 5th gear. I am using a little more gas with it running at a higher RPM.
I am out of suggestions for myself, therefore I am here.
