How to replace broken timing belt tensioner bolt

Ok I have a 1993 Ford Festiva needing the water pump replaced.
So i pick up a pump and a timing belt to replace at same time.

The problem is when I went to put the belt back on the pulleys
I tighened the tensioner bolt to hold tensioner out of the way and it broke. There is about a 1/2" stud piece in the backing plate and will not turn with vise grips either direction.

What would you consider to be the best way to remove this bolt
piece?

If you take an old small pipe wrench if you can get it in there, and hit the end with a ball pein hammer, or take a long handel pipe wrench and hit it and jar it loose, only way i know unless looking at it

I got the bolt out. I was able to grind two sides of the bolt and use vise grips to remove bolt.
