We have found many times that a fuel line with a small hole in the line usually due to corrosion or poor line seating at the fuel pump line intake will cause loss of suction of gas from the tank.
Although you say you have replaced the fuel line make sure there is no suction loss from the fuel lines or pump intake line connection. Any vacuum leak here is much like trying to draw up a liguid up thru a soda straw with a hole in the middle. If all is okay then loosen the fuel pump bolts and try moving the fuel pump up and down while holding your finger over the intake line hole on the fuel pump. Get the pump situated on the high spot of the fuel pump cam lobe. Your finger should feel a suction while moving the pump up and down. You should feel some resistance while moving up and down by the fuel pump lever return spring.
Not all that common but a worn fuel pump cam lobe can be a remote possibilty. You could also hook up a test fuel intake line to a small gas can and see if the pump will draw in the gas and start the engine.
Any vacuum break in the suction line pickup inside the fuel tank can also be a problem.
Normal fuel pump for the 4.0 liter should be 4 lbs.
