I received a ticket for making a right turn on shrader at fell, which is a one way street paralleling the golden gate park panhandle.

In mid-June 2007, sign at end of Shrader St which runs into Fell St West (one-way) read "No turn on a Red Light". However, sign made no sense because after traffic on Fell west stopped for red light, there was no movement of any kind on Fell or Shrader Sts for almost 20 seconds. There was a crosswalk to left but had NO effect on right turn. I protested ticket with elaborate detail, timing calculations, & photos. Traffic Judge reduced fine, but upheld ticket, and since I was not eligible for traffic school, because I had attended 1 year before, it registered as 1 point on my record.
3 Months later I noticed that "NO TURN on RED LIGHT" was no longer there. I thought this was curious so I spent substantial time researching matter on WED and discovered that SFMTA which regulates signs, had determined that that "NO TURN on RED" sign was IMPROPER and ordered it removed in mid-2005, 2 years before I got my citation. However, it did not actually remove it until December 2007.
I was directed by staff at Traffic Office to write to judge asking her to set aside her original judgement on my citation, becuase that sign had been ruled improper and should not have been there when I made my turn in June 2007. I wrote judge, provided detail text, copy of SFMTA directive, & photos.
The judge refused to consider my request becuase she said it was more than 30 days since ruling, BUT I could not protest earlier as sign was removed 60 days later. Can I get justice on this matter?
