Ignition control module

I have a 1995 Olds Aurora and the ignition control module or the Engine control module seems to be faulty. The car is lacking power, the throttle control for the cruise control thumps for about a minute after the car is shut off. The car also backfires a lot when I take off from a stop light or when I try to hold a steady speed between 40 and 65. The actual speeds vary depending on humidity and temperature. For background, the car ran perfectly and got about 26mpg highway until we took it in for the 100,000 mile checkup but since that point we have had all kinds of problems as described above. The dealer supposedly has replaced all the coil modules and the icm but by looking and another mechanic at another dealership said the icm was not replaced, the spark plugs were not replaced, and they couldn't tell that anything was done during the 100,000 mile checkup except several electrical plugs were only partially plugged in and several vacuum lines were disconnected. We have spent about $4000 trying to get the car to run right since the 100,000 mile checkup but still can't find the problem. We are finally about out of money so I am looking for ideas that might help me or a mechanic find the real problem.
