Is it illegal to have underbody car lights on you car in NY state?

When driving car stalls dash lights fliker and gages move back and fourth.after stalling i have to let it sit about 15 min befor it will start back up.

My car will not start, when ignition on only hear clicking noise - dashboard lights come on.
