A 95 wont have a kickdown linkage from the throttlebody to the transmission, If your check engine light is on you need to have the car scanned, auto zone, Advance autoparts, will scan youre vehicle for free. you can go from that point once you have the codes.
They cant run the scan on a 95 model anyomre, it has to be a 96 or above now.
If it will not shift up from 30 mph then this implies your haveing a mechanical concern inside the trans. The 2 shift solenoids in this trans would cause the OD light to flash if they had a fault. So you need to count the shifts 1-2-3-4. If you have only first then you have a intermediate clutch failure. if you have 1-2 then you have a direct clutch failure which is very common in this model trans.

But there is a new problem i am seeing.
The speedometer is off by 15 mph. And i have been testing the car, uh, well when i take off really really slow the car shifts out fine.
I changed the transmission filter and the fluid, and added trans-x but its still not working right. I should be able to take off at a faster speed and it should shift out right. It makes no sense to me. Could it be something with the speedometer?
Sounds like a output sensor from the tranny causing the problem.
