Should my motor home legally have seat belts?

Motor home is used at a temporary construction work site use by construction superintendent and wife who also is on the construction crew. Work assignment is less than 1 year. Use is 100%

Front seat will recline but will not retact to normal up position. Motor runs but seems to slip. Would this be a gear stripped or a bad cable and how diffficult is it to repair?
