Its easy to test fuses with out the Pannel. get yourself a 12V test light. Turn on ignition make sure the alligator clip has a good ground connection and toech the metal exposed on the top of each fuse be sure to check both sides of it if the light lights on both sides of the fues it good. If only on one side replace the fuse with the designated fuse in it. if it blows again you have a short dont put a larger fuese than a 10 or 15 amp you will catch the car on fire.
