What makes my engine speed surge?

I have a 7000 Ford tractor that has a 4 cylinder turbo diesel engine. Early in the year it ran fine, but now the engine speed moves from 1600 to 2000 rpms while it is pulling. I changed the fuel filter and it helped a little.

Make sure the linkage is working properly. I've seen this happen due to fuel restriction but it sounds like something in the injection pump. Do not wait to long to fix this problem. I just installed an injection pump on a ford tractor that was pretty much shot internally. 1400$ later, and we installed it ourselves, it was fixed. Other than that it could be something more internal. Good luck.
